2008 Agents Provocateur

Ed Richards has exerted influence on the mobile industry like never before. Ofcom was once an organisation with little relevance to most people in the mobile industry, but over the last year the regulator has come out of the esoteric shadows of spectra auctions and has been catapulted into the front line of industry affairs. It has taken centre stage through such high-profile issues including cashback, mis-selling, number porting, termination rates and roaming. Cashback and data roaming have required urgent attention, with regional politicians and the EU threatening to undermine Ofcom’s authority. Richards’ brief covers TV, radio and internet, but mobile has been high on his agenda. He has been ‘hands-on’ with strategy and policy-making with his team, the government and the industry. Richards has also been involved with the major technical issue of freeing up coveted spectrum space for wireless broadband and mobile TV.
